Paid for?

Just got the news that my neighbour's cars got stolen this morning. Cars, yes I do mean carS. Two of their cars got stolen. No idea why didn't the alarm went off when the thiefs attempted to steal the cars. And what on earth are those guards paid for?? We paid them 100+, not to mention those richer houses paying them 200+ a month, just to get to cars stolen in the neighbourhood. Pfft.. Pathetic.
